Limiting the size of blocks to report

When creating a report of free subnets and blocks you can limit the view to blocks of certain size. This is done by setting the size parameter to some value corresponding with a network prefix length. For example, for IPv4 networks this value can be anything between 0 and 32.

To further define how the size limitation should be used, the size effect value should be defined to ensure the correct results.
